This is the one area of tree work where there is no nuance and no DIY option. Electricity arcs — you do not have to touch a conductor to be killed by it — and green wood, wet bark and damp ground all conduct readily. People die doing this in New Zealand.
The rule, in one line
- Untrained people: stay at least 4 metres from any overhead conductor. Tools, ladders and branches included.
- Storm situation with a line down or touching a tree: stay 10 metres back and call the network operator or 111.
- Never trim, cut or push anything near a live line, at any distance you are unsure of.
- The lines company usually does a free first cut when a tree first breaches the notice zone.
- After that, ongoing clearance is the tree owner's responsibility.

Approach distances and NZECP 34
The governing document in New Zealand is the New Zealand Electrical Code of Practice for Electrical Safe Distances, NZECP 34:2001, which sets minimum approach distances for people, vehicles, equipment and vegetation around overhead lines. WorkSafe New Zealand publishes the electrical codes of practice and general guidance on working near electricity.
The distances vary with voltage, and higher-voltage transmission lines require considerably more clearance than a low-voltage suburban distribution line. For anyone who is not specifically trained and authorised, the practical rule is straightforward:
That applies to you, your ladder, your pole saw, and the branch you are holding. If you cannot guarantee that clearance for the entire operation — including where the branch will swing or fall — do not start.
Only workers with specific training and authorisation from the network operator may work closer, and only under conditions the operator sets — which usually means the line is de-energised, or insulated covers have been fitted.
Why distance alone is not the whole story
- Arcing. High-voltage electricity can jump an air gap. Contact is not required.
- Conductive material. Living wood, wet branches and sap conduct. A branch is not an insulator.
- Line movement. Conductors swing in wind and sag in heat. The gap you measured is not fixed.
- Unpredictable fall. A cut branch rarely goes exactly where expected, particularly under tension.
- Step potential. Where a line contacts the ground, voltage gradients radiate outward through the soil. You can be injured walking near the contact point without touching anything.
Who is responsible for what
The framework is set by the Electricity (Hazards from Trees) Regulations 2003. In general terms:

The regulations set out a notice process: the network operator identifies a tree encroaching on the declared zone, issues notice to the owner, and the owner then carries responsibility for keeping it clear. Ignoring a notice can result in the network operator doing the work and recovering the cost.
If you receive a notice about a tree on your property, do not ignore it and do not deal with it yourself. Contact your lines company and arrange for approved contractors.
The line running to your own house
This one catches people out. The service line — the conductor running from the network to your own property — is generally the property owner's responsibility, including keeping vegetation clear of it.
It is also the line most often ignored, because it is lower, thinner and looks less serious than the lines on the poles. It is not less dangerous. It carries enough voltage to kill, it frequently runs directly through the canopy of a garden tree, and it is exactly the line people prune around casually.
If a tree you want removed has a service line running through it — extremely common in older suburbs like Epsom, Onehunga and Papatoetoe — the line needs to be de-energised or covered before work starts. Tell whoever is quoting, because it affects both the method and the price.
How the work actually gets done
- Identify the line and its voltage. A service line to a house and a distribution line on a pole require different approaches.
- Contact the network operator. They advise what is required and arrange a shutdown or line covers.
- Book the outage window. Shutdowns are scheduled, not instant. This is the main reason these jobs take longer to organise.
- Confirm isolation on the day. The line is confirmed de-energised or covered before anyone approaches.
- Do the work with clearance maintained. Sections sized and rigged so nothing swings toward the line.
- Confirm clear before re-energising.
Expect this to add both time and cost — typically $500 to $1,500 for a shutdown or line cover, depending on the operator and the arrangement, plus scheduling delay. It is not padding; it is what the work requires.
Storm situations
If a tree has come down onto a line, or a line has come down onto a tree:
- Stay at least 10 metres away and keep everyone else back.
- Assume every line is live, even one lying on the ground doing nothing. Networks can re-energise automatically.
- Do not touch anything in contact with the line — the tree, a fence it is resting on, a vehicle.
- If a line is on your vehicle and you are inside it, stay inside unless there is fire. Call for help.
- Call the network operator or 111 first. Before your insurer, before an arborist, before anything.
- Keep clear of puddles and wet ground near the contact point.

What to plant instead
The cheapest solution is not planting the problem in the first place. Under and near overhead lines, choose species whose mature height stays well clear — generally under about 4 metres for a suburban line, and further from higher-voltage runs.
Reasonable options for Auckland conditions include kōwhai, karo, corokia, hebe, pittosporum cultivars bred for compact size, and smaller ornamental cultivars generally. Avoid gum, poplar, liquidambar, plane, macrocarpa and anything else that will comfortably clear 15 metres.
Two practical rules: plant beyond the eventual canopy spread rather than just beyond the trunk position, and check with your lines company before planting anything substantial near a network line. Both are easier than removing a mature tree from under a conductor twenty years later.
